UPDATE - New tax provisions in 2023 for property owners in France

PLEASE NOTE: updated deadlines for filing your declaration! - The French administration is updating its online service for landowners to facilitate their online declarations, which are now compulsory for everyone.

The deadline for filing your declaration has been extended to July 31st, 2023


New for property owners

Since January 2023, the French 2020 finance law requires each owner to inform the French tax administration about who lives in their property(ies).


This declaration concerns all owners of real estate in France for residential use, individuals and businesses .


At the national level, this new declaration concerns 34 million owners for 73 million premises.

What about housing tax?

As a reminder, the housing tax   is a local tax which is collected on housing occupied as a main residence . It is intended to finance local expenses such as public services, schools and infrastructure.


In 2023, this tax will be eliminated for all primary residences . Other types of housing remain subject to housing tax , namely second homes  and vacant premises .

To identify premises still subject to the tax, a new reporting obligation has been introduced for owners , whether they are natural or legal persons .


The objective of the French administration is to be able to precisely identify which owners could still be liable for the tax on second homes  or the tax on vacant housing .

Owners must indicate the nature of the occupation of each premises and, when they do not occupy them themselves, the names of the occupants and the period of occupation (as of January 1, 2023).

How to proceed ?

Owners initially had until June 30, 2023 to report this information. In view of the numerous connections to the impots.gouv site at the end of June, the administration decided to postpone the declaration deadline to July 31, 2023.

It must be done directly on the impots.gouv.fr website  in the “ Manage my real estate ” section. The data known to the tax authorities will be pre-filled to facilitate the process. Subsequently, only changes in situation will require a new declaration.
